This is the new Blogger status blog. Its purpose is to keep users informed of what's up with Blogger servers, development, upgrades, outages, etc. It will offer more detail about what we're working on, problems that exist, what's being done about them, etc. than the home page. And it's hosted on a completely separate server, separate facitily, opposite side of the country as the main Blogger servers. So it's always the place to go, even if Blogger is completely unreachable. (It's possible, of course, that this site is unreachable as well, but both at the same time seems unlikely.)
